The nonprofit Chicago-based Metropolitan Planning Council (MPC) has created a new way of screening and prioritizing transit projects to accomplish much more than simply moving people from point A to point B. MPC tested its method, which uses 14 quantifiable "livability metrics," to envision a 10-route Bus Rapid Transit (BRT) network for Chicago.
