New First Community Development Corporation and the City of Chicago Heights, Ill., approached Urban Land Institute-Chicago and the Campaign for Sensible Growth to conduct a Technical Assistance Panel in the summer of 2006. The charge of the volunteer panel was to strengthen and connect the East Side and Hill neighborhoods in Chicago Heights, and to create comprehensive development and implementation strategies for the city and its neighborhoods. This report outlines the panel's recommenations.
