CREATE: Keeping Chicagoland at the nexus of America's freight network

Chicago is a nexus of the nation's freight railroad network, but congestion slows the movement of goods and threatens the region's standing as a freight powerhouse. The CREATE program is working to reduce rail congestion, but much remains to be done, and funding must be allocated.
