The impact of the Chicago Housing Authority (CHA) Plan
for Transformation, now approaching the midpoint of its scheduled completion, is
creating new communities and improving existing ones. This historic Plan is
expected to create opportunities for all Chicago area residents, from public
housing residents moving into new redeveloped or rehabbed apartments, to renters
and buyers investing in homes built as part of the many mixed-income communities

The overall success of the CHA Plan for Transformation will be gauged by the
viability of the communities created or directly affected by it, namely:
(a) the new mixed-income communities comprised of public housing residents
alongside affordable and market-rate tenants and homeowners;
(b) the scattered sites and renovated older buildings comprised primarily of
public housing residents; and
(c) the “destination communities,” where public housing residents whose homes
are being redeveloped or rehabbed relocate using Housing Choice Vouchers (HCVs).
