Since the Chicago Housing Authority (CHA) unveiled its Plan for Transformation in 1999 to redevelop public housing in Chicago, the Metropolitan Planning Council (MPC) has been working to promote the viability of the new mixed-income communities created as part of the plan. Our goal -- like that of the CHA, City of Chicago, and other civic and community leaders -- is to encourage healthy neighborhoods for all residents at all income levels. MPC, the City of Chicago’s Department of Housing, and The Partnership for New Communities are seeking new partnerships with community-based housing organizations by requesting qualifications. Since being founded in 1934 and working on the legislation that originally created the CHA, affordable and quality housing has been at the heart of MPC’s mission.
As part of its effort to support the Plan for Transformation’s creation of successful mixed-income communities, MPC has tailored its Employer-Assisted Housing (EAH) work to serve Chicago companies and workers. EAH is a program in which companies invest in housing solutions for their employees, usually through down payment or rental assistance, with the support of an outside housing expert.
Housing counseling is a critical component of MPC’s EAH program, as is the programmatic expertise of a local housing partner. Participating employees typically require housing and credit counseling. As a result, MPC has received funding commitments from The Partnership for New Communities and the City of Chicago’s Department of Housing to seek up to four qualified nonprofit housing agencies located in the city of Chicago to support local employers with their EAH programs -- by administering the program, counseling the employees, and providing broader linkages to economic and community development work in the area.
MPC is seeking agencies that have experience in housing counseling, home ownership and rental, as well as knowledge of the neighborhoods to be served. All submissions will be reviewed and ranked by a panel, including the Metropolitan Planning Council, Neighborhood Housing Services of Chicago, The Partnership for New Communities, the City of Chicago’s Department of Housing, and other appropriate agencies.
