Launched in November 2001, the Gautreaux II Program revived the spirit of Gautreaux I by offering public housing residents an opportunity to move permanently to racially and economically integrated neighborhoods, whether or not they were scheduled to move in the near-term due to the Chicago Housing Authority (CHA) Plan for Transformation. A collaboration between the CHA and the Leadership Council for Metropolitan Open Communities (LCMOC), Gautreaux II made 500 Housing Choice Vouchers available to families interested in moving to those "opportunity areas," defined as census tracts with no more than 23.49 percent families with incomes below the poverty level, and no more than 30 percent African-American population.
A total of 1,100 households expressed interest in participating in the program. Of those, 549 received counseling services and, as of August 2003, 223 moved to new homes in the private sector.
