The Transportation Planning Division will be presenting three different topics from the State of Transportation Planning publication that was published in April 2020.
Highways to Parkways: This topic builds upon a proposal from the 2019 Buffalo Skyway Design Competition to transform a deteriorating highway into a multi-purpose parkway. It explores how this vision can scale to a national public policy and urban design approach to update aging urban highway infrastructure, addressing environment and equity goals globally and locally.
Toward Universal Mobility: The topic takes a holistic approach to mobility for people with disabilities in the Chicago region and proposes 32 recommendations across topics like interjurisdictional coordination, information technology, walkability, funding, and advocacy.
Carrots vs. Sticks in Transport Policy: Public policy tends to operate on a continuum ranging from carrots to sticks. Where carrot policies establish incentives designed to entice changed behavior toward a desired end state, sticks intervene stridently to push society towards the intended future. In transportation, today’s conventional wisdom relies on carrots for social gains, but this policy relies on proactive users.
